Each time a new compliance-alert is created and a new file/URL associated, it is updated in the "reference library."

When in the "reference library," and a category/reference is hi-lighted, the files and URLs associated to that category/reference are displayed in the middle two panes of the form.

As a file or URL is hi-lighted, all the compliance-alerts associated to that file or URL are displayed in the lower portion of the form.
